I think the fact that he can now afford to go to Center Parcs means he's definitely signed. A player from a relegated L1 Russian side would be able to afford a Pontins/Butlins getaway tops.

You have to pay for the activities and food separately.

And to all those worrying about pre-season training starting soon, most breaks at Center Parcs are 4 days.
