Lester City have never played in the bottom division so best not to include them.

Nope. Luton have never played in 3N and Oxford have never played in 3S or 3N as they were only elected to the Football League in 1962.

I thought 'all 5 divisions' was referring to the top four leagues plus the Conference, not some defunct pre-war anachronistic region-based pyramid structure.
