I think he knew it would cause controversy in France but I reckon he thought he would get away with it in England because it is a specifically French thing and we wouldn't necessarily understand the connotations. That's what I think makes him a colossal tit.
Whilst what Suarez said to Evra was, in very literal sense, racist, the main emphasis of his defence was that it was a cultural misunderstanding. In essence, I see no real difference in Anelka's case.
Whether you believe either man is racist or just naïve is incidental, at the end of the day, ignorance is not a defence and a benchmark has been set with the Suarez/Evra case.
